GREENS TO ASK PUBLIC ABOUT CONGESTION CHARGING IN DOVER

13th May 2004

Green Party European Candidate Hazel Dawe and other campaigners will be in Dover's main pedestrian precincts from 12.00 noon on Saturday 22nd May. Given the concern in Dover about the growth of heavy goods vehicle traffic, and suggestions by Dover Harbour Board about congestion charging, the Greens will be questioning the public about congestion charging. Hazel Dawe comments:

"The efforts of our Green Party Member of the European Parliament, Caroline Lucas, contributed significantly to the defeat of the container port proposal at Dibden Bay(1). This should allow the effects of trade to be spread across more ports in the South East region, improving employment in some locations. I think we would all question, however, just how much more trade could be put through the Port of Dover. The traffic implications are obvious. There are two Green responses:

* Congestion charging: We will be asking Dover residents if they feel that congestion charging is a necessary price to pay to stop the town being gridlocked by lorry movements;

* Reducing avoidable forms of trade by encouraging people to buy local foodstuffs and support other small and medium sized businesses.

She adds:

"The environmental effects of trade include increasing emissions from the transport sector. The UK has had increases in greenhouse gas emissions in 3 out of the last 4 years. Improving quality of life in Dover may well mean congestion charging is necessary. The Green Party also supports placing taxes on marine fuel, which is untaxed at present. Reducing trade would help to keep Dover's traffic moving, and improve quality of life for those residents most affected by lorry movements." Ends 278 WORDS
